OVERVIEW

Regarding the first impression of District 11, what stands out most are the modernistic tower blocks—Paneláks— stemming from the communist era’s mass production. In terms of typology and aesthetics, these concrete structures embody a strong egalitarian mentality, reflecting Soviet urban planning ideals focused on communal living and social equality.

Between the buildings, there are large open spaces with a neutral or undefined character. A few old benches, trees, grassy areas, and poor lighting currently contribute to a sense of confusion: Is this a private or public courtyard? Is it a small public park, or just a nostalgic space for those who long for the Soviet past?

When meeting residents of District 11, words such as homogeneity, monotony, depression, and sadness are often repeated. On the other hand, coming from a place of deep appreciation for the socialist period and the nostalgia of some local residents, my personal intention is to preserve all of the existing buildings while organizing and enriching the softscape. Defining the edges and regenerating vast open areas are key considerations. The revitalization of inner courtyards and larger “void spaces” (such as parking lots), along with the organization of traffic, networks, and connections, are all integrated into the masterplan.

The conceptual plan for District 11 is organized into three phases. The first two phases focus on the transformation along the Opatovská and Roztylská axes. The third phase involves the transformation of the Hviezdoslavova axis, as well as Michnova, Mikulova, and Chilská axes, with the goal of creating a cohesive urban “ring” connected to the newly developed Opatovská-Roztylská axis.

In my master plan, I focus on a smaller area along the Opatovská axis, including the Háje metro station. The addition of a few smaller-scale buildings with varied functions, introduce some densification and reduce the sense of vastness. Mixed-use buildings, new workplaces, residences, small-scale structures for bike and book exchanges, and underground parking spaces will coexist with the dominant Paneláks. Apart from preserving the existing structures and constructing a few new ones, as well as creating some central public zones, the In-between softscape of the neighborhood will be enriched through blue and green infrastructure strategies, pocket parks, “water collector ponds”, and organized pedestrian and bike lanes.
